Dr. Ahmed Al-Kabir, Founder & Chief Advisor
Born in 1952 in Zakiganj upazila of Sylhet district, Dr. Ahmed Al-Kabir, a valiant freedom fighter, has been acclaimed at home and abroad as a management specialist and social worker. He earned his MA and M.Sc degrees in Economics and Medical Demography from Chittagong University and London University respectively. He received Ph.D degree in Economics (Population and Development) from USA. Besides, he did a post-graduate diploma from University of Wales, Great Britain.
Dr. Ahmed Al-Kabir worked very successfully as the Chairman of state-owned Rupali Bank Ltd from 2009 to 2014. He has worked as a part-time faculty member of Johns Hopkins University of the United States and BRAC University, Bangladesh. He has also worked as a Syndicate Member of the Sylhet Agricultural University from 2015 to 2018. Dr. Kabir is a member of the Board of Directors of the North East University, Sylhet. He is a Director and Vice Chairman of the International Medical College and Hospital, Tongi. He is also a Director of the National Credit Rating Company. Besides, he regularly works as a management consultant for various donor agencies and development partners. Dr. Kabir is a member of the Bangladesh Medical Research Council. He is a Trustee Board member of the Bangladesh Community Clinic Health Assistance Trust.
Dr. Kabir is the founder and organizer of many social welfare organizations and educational institutes including the voluntary organization "Shimantik" and "Research, Training and Management (RTM) International". Both RTM International and Shimantik are founded by him. Shimantik has received the Prime Minister’s Award (ten times) as the best non-governmental organization of Sylhet division since 2007. In 1979 he founded the non-government organization named "Shimantik" which is now recognized as a national level non-government organization with its unique contribution in health, education and social welfare. This organization runs a teachers training college, one degree college, 24 hospitals/clinics, two high schools and four vocational training institutes. He is also the founder of a technical assistance organization called "Research, Training and Management International" (established in 2002). The organization is successfully conducting technical assistance, research and training programs at national and international levels. The organization is running 60 health facilities, and 4 vocational/skill development training institutes. He has played primary roles in the establishing of many institutes in Sylhet region, especially schools, colleges, vocational institutes and madrasas.
In course of his long career spanning over 40 years, Dr. Kabir served the Ministry of Health and Family Welfare of the Government of Bangladesh, United Nations Population Fund (UNFPA), US-based AVSC (now called EngenderHealth) and John Snow Incorporated (JSI), USA. Under his leadership, the USAID-funded Smiling Sun health program was launched in the country’s urban areas. As a consultant of the Asian Development Bank (ADB) he led the project preparatory team which prepared the project documents for the Second Primary HealthCare Project of Bangladesh. He has worked in 14 countries including Bangladesh as an expert on management, project preparation and evaluation specialist.
In 1993 Dr. Kabir received the "Meritorious Service Award" of US-based non-government organization "EngenderHealth". In 2010, he received "Mahatma Gandhi Award-2010 (from Mahatma Gandhi Research Council)", "Meritorious Honour Award-2009 (from Prativa Bikash Social Development Voluntary Association for Bangladesh)", "National Coordination Development Foundation-2009-10 Award for contribution in the development of Unani Medicine", and "Bongabir General Osmani Honor Award-2010 (from Bangladesh Writers Forum)" for contribution in the development of banking sector. Besides, Dr. Kabir received the Weekly "Samadhara" award for contributions to the development of health sector and "Special Human Rights Award 2010" from the National Human Rights Commission.
Dr. Kabir’s research papers and articles have been published at home and abroad and presented at various international seminars. In his writings he puts emphasis on human resource development, public private partnership and involvement of youth. In recognition of his contribution in the field of research, Johns Hopkins University of USA appointed him as its faculty member in 2009. He has also worked as a Syndicate Member of the Sylhet Agricultural University from 2015 to 2018.
Since his student life, Dr. Kabir has been very active in social welfare activities and took active part in each and every movement aiming to safeguard national interest. He actively participated in the mass upsurge of 1969, national election of 1970 and the War of Liberation in 1971. In the post-liberation times, he is active in all progressive and democratic movements. He is a Presidium Member of Bangladesh Awami Jubo League since 2012.
Dr. Kabir is married with two children. His wife is an eminent educationist and a Professor of Zoology, and her latest posting was as the Chairman, Board of Secondary and Higher Education, Sylhet.

Ahmed Al Sabir, Ph.D, President
Dr. Sabir has more than 27 years of experience of working in Bangladesh and Canada with a strong focus on reproductive health, family planning, child health, local (district) health care development, and Monitoring and Evaluation. This was gathered by working with Government (e.g., NIPORT-Ministry of Health and Family Welfare), non-Government (e.g., International research centre ICDDR, B), and international organizations (e.g., ICF-Macro international, USA and MEASURE Evaluation, University of North Carolina, USA). He has extensive experience of design and implementation of nation-wide surveys (e.g. Bangladesh Demographic and Health Survey (BDHS) 1996-97, BDHS 1999-2000, BDHS 2004 and BDHS 2007; Utilization of Essential Service Delivery surveys (UESD 2006 and UESD 2008); Bangladesh Maternal Mortality and Health Care Survey (BMMS 2001 and BMMS 2010) and Bangladesh Urban Health Survey (UHS 2006). He has strong working experience in the design of program/project M&E systems and in result-based management strategies and involved in the development of Log Frame indicators for the Health, Population and Nutrition Sector Development Plan (HPNSDP; 2011-2016), through collaboration with MEASURE and ICDDR,B in 2010-11.

He has strong technical expertise in the area of maternal and child health and participated in the Emergency Obstetric and Newborn Care (EmONC) needs assessment in 24 districts and in the development of a M&E framework for the generation of pro-poor data on Maternal and Neonatal Health Initiatives (MNHI) in Bangladesh.

Dr. Sabir has experience of providing consultancy support, in health planning, program, project and study design, statistical analysis, monitoring and evaluation, and worked for the improvement of public, private and non-governmental organization health services (World Bank 2012, ICF-MACRO 2011, MEASURE Evaluation 2009. 2010, Population Council 2001, 2009, Partners in Population Development (PPD) 2005, Johns Hopkins University (2002), Save the Children Fund (2002)). He was member on the Independent Review Team (IRT) for the 2012 review of the Health, Population and Nutrition Sector Development program (for Ministry of Health and Family Welfare of Bangladesh and World Bank).
Dr. Sabir has adequate knowledge on and experience in addressing key cross-cutting thematic issues, such as gender, environment, and equity in resource allocation (e.g. health care in slum areas). He Worked as Project director for UNFPA funded ‘Support for Policy Planning and Program Development (SPPD)’ 2003-2009 to improve the understanding of demographic trends, Reproductive Health and Poverty and to provide support to program with issues related to harmful practices such as early marriage, dowry, and gender-based violence. He played strong advocacy role in identification, formulation and evaluation of health programs; strong analytical, communication and report writing skills. Dr. Sabir has adequate computer skills (MS Office Suite; data analysis packages such as SPSS and others) He has more than 50 publications which include publications in peer reviewed journals, survey reports, policy papers, Monographs/Books.
Syed Jaglul Pasha, Executive Director
Syed Jaglul Pasha, working with RTM International as Executive Director from August 2015. Mr. Pasha was the former Joint Secretary of the Government of Bangladesh. He served Government of Bangladesh over thirty years and has vast experience in the public sector and project management as he holded several top positions of the civil service and International organizations. He did his Master Degree in Economics from the University of Chittagong in 1979 and had the MBA degree from Darul Ihsan University in 2006. He obtained the Post Graduate Diploma in Computer Science from Bangladesh Institute of Management in 1996. He also had course in Monitoring and Evaluation of Public Sector Projects and Programmes from the University of East Anglia, UK in 1990.
He has diversified experience in Policy level, Project Management, Research and study, National and International Training Implementation, Sectoral Reforms and Administration etc. Mr. Pasha worked in different positions of various organizations of the government including Prime Minister’s office, Ministry of Education, Ministry of Food and Disaster Management, Ministry of Agriculture, Local Government Division, Ministry of Primary and Mass Education and field administration as ADC (General). He also worked with international environment like International Fertilizer Development Center (IFDC), Bangladesh National Commission for UNESCO. Mr. Pasha was the Head of Administration and Training (Specialist) of a USAID Funded project from 1 July 1996 to 31 July 2000 in International Fertilizer Development Center (IFDC), USA / Agro based Industries and Technology Development Project (ATDP) which worked for private sector development. In ATDP he dealt with administrative matters of the project, personnel management, logistics management, implement in-country and overseas training and procurement related matters as per USAID guidelines. Implemented about 102 international training programs. His career in mostly on Education, Industries and Policy focused.
He has more than 7 years working experience in Ministry of Education, Ministry of Primary and Mass Education and National Commission for UNESCO. He worked for the Organogram development of Private TVET Institutes and their Sub-vention policy from the government. He developed the Private Teachers Pension Act and Rules including the TVET Teachers. While working in the National UNESCO Commission he supervised UNESCO assisted TVET projects and grants. He contributed to TVET curriculum development with the Directorate and Technical Education Board.
During 1994- to 1996 and 2002 to 2004 he dealt with Secondary School Development Branch, Technical Education Branch and all development projects of the Ministry including Technical Education projects and National Curriculum Board. He Worked as Member –Secretary, Education Reforms Implementation Cell and Member –Secretary, Education Reforms Co-ordination Committee, respectively, and initiated the reforms on Education institutions Management, National Teachers Registration and Certification System, Assessment system, Performance based financing, management which also includes TVET. In 1995-1996 he was associated to introduced policy to add Technical and Vocational Education stream into the recognized Private Secondary Schools and Madrashah.
Mr Pasha contributed to the concept and developed (1) Private Teacher’s Sub-vention policy, 1995, (2) Private Teacher’ Retirement Benefit Act, 2002, (3) Private Teacher’s Welfare Trust Act, 2002. During 2002 -2004 targeting to World bank’s Sector credit programme, Mr Pasha worked as coordinator a consulting team worked in 8 areas Education development where TVET reforms was one of them. As a successful output of them (1) National Teacher Registration Authority, (2) 6 Grade assessment and (3) 8 grade terminal examination came as a system. Later, present government further stimulated it by revising into PSC and JSC examination. Mr Pasha worked with working groups and developing National Education Policy 2003.
He contributed, wrote and published books and monographs on reforms in education, Teacher’s training, Industries and economic development. He was a Member of the Syndicate of Sylhet Agricultural University, Bangladesh (2011-2013). He is a Trustee Board Member of the private Metropolitan University, Sylhet, Bangladesh.
