Ahmed Al Sabir, Ph.D has more than 27 years of experience of working in Bangladesh and Canada with a strong focus on reproductive health, family planning, child health, local (district) health care development, and Monitoring and Evaluation. This was gathered by working with Government (e.g., NIPORT-Ministry of Health and Family Welfare), non-Government (e.g., International research centre ICDDR, B), and international organizations (e.g., ICF-Macro international, USA and MEASURE Evaluation, University of North Carolina, USA). He has extensive experience of design and implementation of nation-wide surveys (e.g. Bangladesh Demographic and Health Survey (BDHS) 1996-97, BDHS 1999-2000, BDHS 2004 and BDHS 2007; Utilization of Essential Service Delivery surveys (UESD 2006 and UESD 2008); Bangladesh Maternal Mortality and Health Care Survey (BMMS 2001 and BMMS 2010)  and Bangladesh Urban Health Survey (UHS 2006). He has strong working experience in the design of program/project M&E systems and in result-based management strategies and involved in the development of Log Frame indicators for the Health, Population and Nutrition Sector Development Plan (HPNSDP; 2011-2016), through collaboration with MEASURE and ICDDR,B in 2010-11. 

Dr. Sabir worked in the design of the Bangladesh Sector-Wide Approach (SWAp) in health sector development and participated in the preparation of Health Population Sector Program (HPSP), Health Nutrition Population Sector Program (HNPSP) with specific focus on population policies, information education and communication strategies (IEC), and adolescent health strategies. He has sound understanding of the UN system including UNFPA (Project Director, provided support for Policy Planning and Program Development (2003-2009); Coordinator of the demand-based reproductive health commodity project (DBRHCP) (2005 -2009) in Bangladesh) and UNICEF (Developed a synthesis report of “What works for children in newborn care in South Asia 2003”). He has strong technical expertise in the area of maternal and child health and participated in the Emergency Obstetric and Newborn Care (EmONC) needs assessment in 24 districts and in the development of a M&E framework for the generation of pro-poor data on Maternal and Neonatal Health Initiatives (MNHI) in Bangladesh. 

Dr. Sabir has experience of providing consultancy support, in health planning, program, project and study design, statistical analysis, monitoring and evaluation, and worked for the improvement of public, private and non-governmental organization health services (World Bank 2012, ICF-MACRO 2011, MEASURE Evaluation 2009. 2010, Population Council 2001, 2009, Partners in Population Development (PPD) 2005, Johns Hopkins University (2002), Save the Children Fund (2002)). He was member on the Independent Review Team (IRT) for the 2012 review of the Health, Population and Nutrition Sector Development program (for Ministry of Health and Family Welfare of Bangladesh and World Bank). Dr. Sabir has adequate knowledge on and experience in addressing key cross-cutting thematic issues, such as gender, environment, and equity in resource allocation (e.g. health care in slum areas). He Worked as Project director for UNFPA funded ‘Support for Policy Planning and Program Development (SPPD)’ 2003-2009 to improve the understanding of demographic trends, Reproductive Health and Poverty and to provide support to program with issues related to harmful practices such as early marriage, dowry, and gender-based violence. He played strong advocacy role in identification, formulation and evaluation of health programs; strong analytical, communication and report writing skills. He has more than 50 publications which include publications in peer reviewed journals, survey reports, policy papers, Monographs/Books.
