Research, Training, and Management International
(RTMI) is a national NGO, head quarter is in Dhaka and a Field Office in
Ukhiya, Cox’s Bazar. Apart from the research and training components,
RTMI is also managing a number of projects in health, nutrition,
protection and livelihoods. All these programs are supported by the
Government of Bangladesh, donor agencies with UN and International
organizations, e.g. UNFPA, WB, UNICEF, IOM, UN Women, etc. To support,
coordinate and manage Comprehensive PHC Services to Rohingya Refugees
and Host Community, RTMI needs a dynamic, proactive and hard-working
team player for its Cox’s Bazar Field Office team being based in Ukhiya.

Employment requirement and areas:
• Candidates with relevant working experience in an emergency context will get preference.
• Strong understanding of quality assurance principles and methodologies.
• Experience in developing and implementing quality assurance plans.
• Excellent written and verbal communication skills in English.
• Proficiency in PSEA (Prevention of Sexual Exploitation and Abuse).

Job Responsibilities :
The Medical Officer will play a crucial role in providing quality reproductive health care services to patients and clients. The Medical Officer will work under the direction of the Head of Field Support Program (HoFSP)/Program Manager/Medical Coordinator and take decisions regarding patient referrals and ensuring timely reporting of performance. This position requires clinical expertise, strong leadership, and effective coordination to ensure the smooth delivery of healthcare services
Objective 1: Reproductive Health Care Services
• Attend to patients/clients seeking reproductive health care services, including ANC/PNC, delivery, general patient care, post-abortion care, family planning, and RTI/STI services.
• Ensure the provision of quality care in line with established guidelines and protocols.
Objective 2: Staff Attendance and Support
• Ensure timely attendance of clinical staff as per the approved roster and report any support needs to the Program/Clinic Manager.
• Facilitate handover/taking over of duties for Midwives with complete patient information and pending issues recorded.
Objective 3: Patient Referral
• Take decisions regarding the referral of individual patients following referral guidelines.
• Inform the Consultant at Ukhiya UHC to resolve any technical issues related to patient referrals.
Objective 4: Reporting
• Ensure timely preparation and delivery of performance reports to the HoFSP for onward submission to donor agencies and the RTM head office.
• Maintain accurate and up-to-date documentation of patient records and medical reports
Objective 5: Continuous Medical Education (CME)
• Organize and facilitate weekly Continuous Medical Education (CME) meetings for staff to enhance their knowledge and skills.
Objective 6: Medicine and Logistic Management
• Enquire about the availability of medicine and logistic stock in the facility and ensure proper inventory management.
Objective 7: Coordination and Liaison
• Maintain liaison with UNICEF, GoB (CIC, MoH&FW, and other agencies) working in the area to ensure smooth implementation of healthcare activities.
• Coordinate with other healthcare providers and stakeholders to optimize healthcare delivery.
Objective 8: Infection Prevention Supervision
• Supervise the infection prevention process, from decontamination to waste disposal, to ensure adherence to safety protocols
Objective 9: Midwife/CHW Mentorship
• Provide mentoring and support to midwives and community health workers (CHWs) in their healthcare activities.
Objective 10: General tasks
• Maintain close communication and work as per guidance of Medical Coordinator and Project Manager.
• Know, understand, and comply with all the policies of RTM International including HR Policy, PSEA, Code of conduct and Workplace policy
• Any other task assigned by the authority
