Financial Capability
Research, Training and Management International (RTMI) registered with the Government of Bangladesh as an independent NGO established in 1994. It provides high quality technical and management support to the institutions/concerns working in development sectors primarily targeting poor and underprivileged people under the overall guidance of a Management Board. RTMI has three major areas of work: Research and Evaluation, Training and Capacity Building, and Program Support and Management. RTMI is currently working as a sustainable entity with ‘business’ linkages and associations with multiple donors, government and private sector institutions. RTMI over the years has built an in-house human resource pool of 60 professionals with diversified background and experience in the development field.
RTMI management approved 21(twenty-one) policy and guidelines including ‘Financial’, ‘Human Resource’ and “Procurement’ to perform its activities in an effective and lawful manner.
In all level of financial activities RTMI staffs follow strictly its financial, procurement personnel and others policy & guideline for sound accounting practice. The existence and effectiveness of RTMI’s good financial accounting system is evident from the fact that it has continued long term funding relationship with donors like all UN bodies working in Bangladesh (UNHCR, UNFPA, UNAIDS, UNICEF, UN Women, IOM, WHO, WFP,FAO), World Bank, USAID and many international organizations namely, Women for Women International, American University in collaboration with Rotterdam School of Management (RSM),Warwick Business School (WBS) and University of Cologne, Social Impact(SI),Innovations for Poverty Action (IPA), FHI360, Pathfinder International, Helen Keller International, Australian Council for Educational Research, ICF-Macro, JICA, Micronutrient Initiative, Save the Children University Research Corporation, Ipas Bangladesh, Rockefeller Foundation, IPPF, Chemonics, PATH, Swiss contact, John Hopkins University (JHU),GIZ, EngenderHealth, Columbia University, Aberdeen University, JSI, JHPIEGO, and the Government of Bangladesh etc.
RTMI has a 17 (seventeen) well-staffed finance department with highly skilled professionals in the department with accounting background and experience. It is a good mix of junior and senior personnel with adequate gender balance. Responsibilities of each personnel with their job title, professional experience and skill are well defined to correspond to the personnel policy of the organization. Each project has a dedicated Accounts Officer, who maintains books of accounts.
RTMI has an effective and adequate internal control system. RTMI follows its Accounting and Financial Manual that covers allocation of expenditure as per project component, disbursement categories, sources etc. for proper recording of transaction. The approving authority approves all the transactions and vouchers on a day-to-day basis and appropriate controls are in place for expenditures incurred ensuring that all transactions are properly made and adequately explained.
RTMI has set up an internal audit department directly reporting to the Executive Director. It ensures compliance to organization rules, regulations and policies. This also ensures accountability and transparency of the system. This internal audit is a routine matter of the organization. External audits are conducted for each project separately as per requirement of the project agreement. External audit of consolidated accounts is conducted regularly as per International Standards on Auditing (ISA) as adopted in Bangladesh by The Institute of Chartered Accounts of Bangladesh (ICAB). Audit reports are submitted to the NGO Affairs Bureau and are also shared with the clients/stakeholders in matters concerned with them.
RTMI has a standard financial reporting system. It has an effective information system and accounts for all the projects are maintained in “Quick Book Pro” software. RTMI International maintains account-related information with the help of automatic accounting software, known as “Quick Book Pro”. All types of monitoring of inflow and outflow, including non-cash transactions, are entered into and processed through the package. Reports generate automatically according to requirements. All types of ledgers can be produced through it. By taking the ledger balance reports are submitted to the donors in their specified forms (if any). Normally, reports are prepared and the accounts closed monthly. Financial statements are prepared on monthly, quarterly, half yearly and yearly basis.
RTMI ensures effective financial control and transparency in all financial dealings and data of our projects. Procurement are done strictly as per the provisions of the RTMI procurement policy. Recruitment, salary payment, leave calculation and final settlement are done as per the provision of RTMI HR policy.
RTMI cleared its foreign fund through NGO Affairs Bureau approval with separate mother account. RTMI also maintained separate dedicated bank account (BDT) for individual project fund.
